This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The U.S. Army Installation Management Command (IMCOM) handles the day-to-day operations of Army installations.

Duties

Lead a patrol team of three or more officers, including Department of Army Civilian Police (DACP), Military Police (MP) and Department of Army Security Guards (DASG).

Provide direct oversight of all stages of investigations conducted by assigned DACP and MP personnel.

Provide sworn testimony based on investigative findings.

Reports team performance and training needs to leadership.

Conduct various law enforcement training programs for military and civilian personnel on the installation.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the incumbent to successfully complete the United States Army Civilian Police Academy program of instruction within one year.
  • This position requires the incumbent to be proficient in the use of assigned firearms.
  • This position requires certification in cardiopulmonary resuscitation (CPR) and First Aid training.
  • Incumbent must be able to successfully pass the National Incident Management System (NIMS) training requirements.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position will require the incumbent to pass the primary physical fitness/agility test (PAT) within 30 days of employment and an annual one thereafter.
  • This position requires certification in the Individual Reliability Program (IRP) in accordance with Army Regulation 190-56.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Subject to a pre-employment screening, and random testing thereafter.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment
  • This position has been designated "Mission Essential".
  • Must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.

  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Specialized Experience: One year of specialized experience which includes 1) experience responding to and investigating emergency calls, complaints and other calls for service; exercising search and arrest authority; 2) experience conducting traffic patrol using specialized equipment such as radar, Lidar and breathalyzer; and 3) experience utilizing word processing and web-based law enforcement computer programs to complete reports, to document incidents, or criminal investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Some Federal positions allow you to substitute education for experience. For this position, you must qualify using experience only, no education substitution if allowed.
